Frank Klimko edits Children & Youth Funding Report, a Washington DC area-based publication which covers Congress, the Education Dept. and the various federal regulatory agencies.  It is a national publication that is updated daily on the web site. He also edits Private Grants Alert, which covers the world of private philanthropy. Klimko is a veteran journalist with more than 30 years experience covering federal, state and local government. In California, he worked on a Pulitzer-prize nominated newspaper investigative project. He is an expert on the federal Freedom of Information Act.

Every week, it seems a new horrifying bullying event is uncovered by the media, like the unsettling case of a California middle schooler who committed suicide after being bullied by her classmates. The number of suicides has gone up startlingly across the United States, especially among teenage girls, over the past few years. The rate in 2015 was the highest for females for 1975–2015, according to Centers for Disease Control and Prevention. The sad fact is, while many of these events are uncovered and rectified, many still go unreported. There is also emerging recognition of female on female bullying. Is this type of bullying as prevalent as male bullying and what are ways to combat it?
