(HHS) Agency Wants Broader Grant Application Requirements

(Comment Deadline: Sept. 12) The Health & Human Services Dept. (HHS) wants to expand the type of information that applicants for discretionary grants programs are required to provide to be eligible for funding competitions.

Specifically, HHS wants applicants to provide total budget information, not just incremental budget changes, on their SF-424A form, the generic federal application that is used by most of the 26 federal grant making agencies. Also, in the ``Section B Budget Categories'' section, the last sentence is revised: "For each program, function or activity, fill in the total requirements for funds, federal funding only, by object class categories," according to the Aug. 12 Federal Register notice.

Insider's Tip: The federal awarding agencies use information reported on the form for the evaluation of award and general management of federal assistance program awards. The SF-424A is used to provide budget information when applying for non-construction federal grants. HHS anticipates up to 30,000 responses. HHS also requested approval for a range of other application forms without suggesting any changes.
