his program improves the effectiveness of certain social services. The federal government will pay for a project only if predetermined project outcomes have been met and validated by an independent evaluator, a system called a “pay for results partnership.”
The program supports low income taxpayer clinics. Clinics must serve low-income individuals who have a tax controversy with the IRS or provide outreach and education to taxpayers who speak English as a second language.
The grantees will finance the following: (1) development, preservation, rehabilitation or purchase of affordable housing for primarily extremely low-, very low-, and low-income families; and (2) economic development activities or community service facilities, which in conjunction with affordable housing activities implement a concerted strategy to stabilize or revitalize a low-income area or underserved rural area. Community service facilities daycare centers, workforce development centers and health care clinics.
