Budget Ceiling Muddles Spending Debate

A strategy by House leaders to move an omnibus-spending bill encompassing all of the 12 appropriations measures indicates congressional leaders are at a crossroads in the FY 2018 budget debate. It is a further signal that there is little confidence a spending law will be in place by the end of the current spending cycle Sept. 30. Even if there is support for an omnibus measure, it is unlikely the Senate would embrace a bill containing deep domestic spending cuts.
